The four work codes on compensation, industrial relations, social security, and health, occupation, wellbeing, and working conditions are going to be executed in the coming fiscal year.
In an answer to the Rajya Sabha before this week, Union Labor Minister Bhupender Yadav had said that the Occupational Safety, Health, and Working Conditions Code is the key code on which most of 13 states have pre-distributed the draft rules.
The highest number of draft notices was pre-distributed by 24 states on The Code on Wages, including UTs, followed by The Industrial Relations Code numbered 20, and The Code on Social Security states, which are 18.
The labor minister clarified in his answer to the Upper House that work is on the Constitution Concurrent List and under the Labor Codes. Also, rules need to be outlined by the union government, just as the state legislatures.
Union government and a portion of the States/UTs have pre-distributed standards under the four work codes. The union government is seeking after with the excess state legislatures to outline the standards under each of the four Codes, he had said.
The union government has told four work codes, specifically, the Code on Wages, 2019 on August 8, 2019, and Industrial Relations Code, 2020, and the Occupational Safety and the Code on Social Security, 2020, and, Health and Working Conditions Code, 2020 on September 29, 2020.
We need the Center just as states to tell rules under the four codes to uphold these laws in separate wards. Under the Codes, we have shared the ability to make rules with the Central Government, State Government, and related Government and there is a necessity of the distribution of rules in their authority Gazette for a time of 30 or 45 days for the public meeting.
According to the minister’s answer, draft rules were pre-distributed by 24 states on The Code on Wages.
These states are Madhya Pradesh, Uttarakhand, Bihar, Karnataka, Gujarat, Uttar Pradesh, Odisha, Chhattisgarh, Punjab, Tripura, Jharkhand, Rajasthan, Arunachal Pradesh, Assam, Himachal Pradesh, Haryana, Maharashtra, Goa, Mizoram, Telangana, Manipur, UTs of Jammu and Kashmir, Puducherry and GNCT of Delhi.
3 states have pre-distributed draft rules on The Health Occupational Safety and Working Conditions Code.
These are Uttarakhand, Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Arunachal Pradesh, Odisha, Haryana, Jharkhand, Bihar, Punjab, Manipur, UT of Jammu and Kashmir, and Himachal Pradesh.
