In a compelling conversation with the host Shutapa Paul on the What India Needs podcast, Anil SwarupFormer Coal and Education Secretary, Government of India with an illustrious 38-year career, highlighted critical traits necessary for effective Indian bureaucrats. He emphasised that leadership and a positive attitude are paramount for those in civil service, suggesting that expertise can be outsourced, but the right attitude and leadership qualities are indispensable.
Swarup elaborated on the importance of a vibrant bureaucracy, essential for India’s growth and development in the coming century. He stressed, “While not all bureaucrats can be young, they must remain young at heart and mind, regardless of age, maintaining a dynamic and positive approach.
Discussing the qualities of a good bureaucrat, Swarup underscored the necessity for leadership skills, the ability to inspire and mobilise others, and the importance of protecting and supporting subordinates. He asserted that without these attributes, technical expertise alone is insufficient.
Addressing the topic of lateral entry into the bureaucracy, Swarup welcomed it, provided it addresses gaps in expertise. However, he reiterated that attitude remains more crucial than technical knowledge, especially at senior levels of administration. “Lateral entry is beneficial to fill expertise gaps, but the right attitude will help acquire domain knowledge, particularly at senior levels,” Swarup said.
Reflecting on his extensive career, Swarup pointed out significant changes in the bureaucracy, noting the current generation’s enhanced access to information and technology. “Today’s bureaucrats have greater access to information and technology, but they must avoid quick fixes. Sustainable solutions require deep understanding.
The conversation also touched on the influence of social media, with Swarup advising current bureaucrats to use these platforms for disseminating information rather than self-promotion. He stressed the importance of transparency and responsible use of social media to enhance governance and public trust.
Swarup further discussed the challenges posed today’s bureaucrats by what he terms “maggi culture”, where instant gratification and superficial solutions are prevalent. He observed, “The current generation desires instant results, often without delving deep into issues. While more informed due to the Internet, civil servants today must understand the depth of problems to find sustainable solutions.”
He adds, “The eight factors essential for making ideas politically acceptable, socially desirable, technologically feasible, financially viable, administratively doable, judicially tenable, emotionally relatable, and environmentally sustainable. These factors are crucial for effective policy making and implementation.
Reflecting on personal challenges and triumphs, Swarup shared insights into turning perceived “punishment postings” into success stories, stating, “Every posting I tried to do something different and started enjoying it.” He recounted transformative initiatives undertaken during his tenure, highlighting his commitment to enhancing public service delivery.
Concluding the interview, Swarup offered advice to aspiring civil servants and the younger generation, urging them to focus on personal growth and resilience amidst adversity. He encouraged individuals to seek inspiration from those who have excelled despite challenging circumstances, emphasising the power of determination and leadership.
