TRAI floats on doing business in the broadcast sector

The Telecom Regulatory Authority of India (TRAI) has issued a consultation paper titled “Ease of Doing Business in the Telecom and Broadcasting Sector.”

The consultation paper asks feedback from stakeholders on how to make apps that have only the information needed to perform business and well-documented timetables with query response systems, as well as seamless connectivity with other ministries.

TRAI has issued this consultation paper on its initiative to identify various concerns in existing processes and to propose reforms to the regulatory processes, policies, practices, and procedures in the telecom and broadcasting sectors to create a favorable business environment in India.

The telecommunications and broadcasting sectors have emerged as important drivers of economic and social development, making the country a popular investment destination.

If the existing provisions of policy frameworks in various ministries and departments, including the Ministry of Information and Broadcasting, Department of Telecommunications, Ministry of Electronics and Information Technology.

It involved in issuing permission, registrations, and licenses to the players in the telecom and broadcasting sectors, could be made more appealing, the telecom and broadcasting sectors have enormous potential to move on a higher trajectory of growth.

This consultation paper emphasizes the need for a single-entry window, through which an investor or entrepreneur can apply for all licenses/approvals without having to provide physical copies of the application or physically visit any department.

When it comes to approvals, where the application must be moved between ministries and departments, the process should be expedited to make it totally integrated and accessible online in a trackable response manner.

Furthermore, the single-window system may be equipped with cutting-edge technologies such as a chatbot, automated call center, and Artificial Intelligence (AI)-based tracking, analysis, and response systems, so that anyone seeking licenses or approval can get instant answers to all of their questions about the process, mechanism, policies, documents required, and so on.

The key factors to be identified through this consultation paper are:

Applications that are simple to use and have well-defined processes: When applying for a license or registration, the format of the application should be basic with minimal information requirements.

Furthermore, the entire process of obtaining a license/permission should be well-defined and publicized in policy guidelines, citizen charters, or any other handbook as judged appropriate, and made available on the website of Ministry’s/Department’s.

Timelines for questions, approvals, and deemed approvals: Timelines for queries, approvals, and deemed approvals should be prescribed and followed in letter and spirit whenever possible. Timelines for submitting the query and receiving a response should be established. All queries should be submitted at the same time.
